Zelensky Asserts He Lacks Explicit Security Pledge from Allies

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"However, until we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
